HMMS is an automated system initiated by the Ministry of Environment and Climate Change (MoE&CC) that serves as a tool for managing and controlling hazardous substances imported and used in the country. The system will serve concerned government entities as a repository of hazardous materials imported into the country, as well as a reference tool for the public and hazmat traders.
The system will:
- Streamline the process for Hazardous Materials (HazMat) management of differentgovernment entities by providing accurate source of information.
- Cater harmonized database of lists of restricted and banned hazardous substances based on international conventions of which the Federal Government of Somalia (FGoS) is a signatory.
- Assist competent government authorities in fulfilling their obligations towards the international environmental related conventions, which requires HazMat control, tracking, as well as accurate and detailed annual reporting, inspections and documentation.
- Cater all the needed information on hazardous materials and their status in the country for traders as well as the public.
An explosive chemical is a solid or liquid chemical which is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings. Chemical Explosives include Ammonium Perchlorate, Barium Azide.
A Chemical Weapon is a chemical used to cause intentional death or harm through its toxic properties. Munitions, devices and other equipment specifically designed to weaponise toxic chemicals also fall under the definition of chemical weapons.
A fertilizer or fertiliser is any material of natural or synthetic origin that is applied to soil or to plant tissues to supply plant nutrients. Fertilizers may be distinct from liming materials or other non-nutrient soil amendments. Fertilizers include Ammonium Nitrate, Potassium Sulfate, etc.
An explosive is a reactive substance that contains a great amount of potential energy that can produce an explosion if released suddenly, usually accompanied by the production of light, heat, sound, and pressure. Explosives include Nitroglycerin, Picric Acid, Lead Azide.
Industrial chemicals are chemicals that are developed for use in the industrial processing and production of chemicals. The class of industrial chemicals is broad, including: solvents, reactants, lubricants, coatings, dyes, colorants, inks, fragrances, conductors and insulators. Most of Industrial chemicals fall under the Stockholm convention. Significant exposures to many of these chemicals can result in harmful effects to people or the environment. An example of Industrial Chemicals is PCB.
Pesticides are substances that are meant to control pests. This includes herbicide, insecticide, nematicide, molluscicide, piscicide, avicide, rodenticide, bactericide, insect repellent, animal repellent, microbicide, fungicide, and lampricide. Pesticides include Aldrin, Dieldrin, etc.
Drug precursors, also referred to as precursor chemicals or simply precursors, are substances which are known to be used in the illegal manufacture of illicit drugs.
Ozone Depleting Substances (ODS) are chemicals that destroy the earth’s protective ozone layer. ODS's include Halon, CFCs, HCFCs, etc.
Radioactive materials - Radioactive materials (Isotopes) are substances that emit alpha, beta, and gamma rays, capable of penetrating living tissues and causing severe damage. Radioactive materials (Isotopes) include Cesium, Cobalt, Iodine, etc..
